The city of Noseville just had their biggest blackout ever. It cost the city millions of
dollars in damages and caused a lot of distress. Nobody knows why it happened, not
even the power company. The police have been unable to find any clues and the
mayor is determined to get to the bottom of this.
Meanwhile reports are starting to come in from suppliers of electric materials. Several
of them are missing huge shipments of crates worth millions of dollars. The mayor just
received a phone call from an eyewitness who has just seen a lot of suspicious activity
down by the docks.
